What are Static and Scalable Design rules?

Static rules: Based on absolute distance (e.g. 5nm). *Not portable and are complex.

Scalable rules: Based on scalable grid i.e. asserted by the Lambda parameter (L), where the value of L depends on the process node. *Easily portable across each new process.
